GOVERNMENT FINANCIAL MANAGER TRAINING PROGRAM November 10, 2008—Our Guam Chapter sponsored a Governmental Financial Manager training program from December 9-12, 2008 and December 15-16, 2008. This was the second time the GFM training course was offered on Guam, the first in July 2007. CERTIFIED GOVERNMENT FINANCIAL MANAGER (CGFM) REVIEW COURSE 48 Hours of Continuing Professional Education July 2007—The CGFM was a huge success for the Guam Chapter. This is the first time AGA Guam Chapter sponsored the CGFM training course, and was a success! All 35 seats were occupied as members from the public and private sectors participated in the four-day review course. The review course was provided by Pete Rose from the national office and covered the whole field of government financial management- federal, state, and local.

PERFORMANCE MANAGEMENT SYMPOSIUM 16 Hours of Continuing Professional Education January 2008—Drummond Kahn presented the Government Performance Measure Insta-Kit and Government Performance Management & Reporting. These courses were a monumental success for the Guam Chapter as various government agencies and independent CPA firms participated with a full house attendance of about 75 participants. |

The Association and Chapter shall have the following objectives: A) Primarily to instruct, train and inform government financial managers in the fields of accounting, auditing, budgeting, systems, and financial management. This continuing education process will provide for the professional development of government financial managers so that they may better serve the public. B) To encourage and provide educational events for the interchange of ideas among financial managers in government service and among government and non-government financial managers. C) To contribute to the advancement of financial management principles and standards, and through educational events promote appropriate utilization of financial management methods and techniques to improve management control and accountability to the public. D) To bring together professional financial managers in the government and the community for educational and other constructive endeavors. E) To promote the observance of professional standards and ethics in the accomplishment of government financial management activities. F) To recognize the unique skills and knowledge required of professionals who specialize in government financial management by sponsoring a professional certification program.
To meet these goals, the AGA Guam Chapter has sponsored the following Education-related events. |

AGA-UOG MENTORSHIP PROGRAM The purpose of this program is to contribute in the success of University of Guam accounting students by creating an avenue for students to connect with accounting professionals (through AGA Guam Chapter members) for feedback and/or questions. A maximum of two students will be paired with an AGA member for mentorship. Participation in this program is voluntary; as such mode of communication and frequency shall be agreed upon by the mentor and mentee. The program is designed to run on a year-to-year basis. The Chapter has teamed up with the Junior Accountants Society. In Chapter Year 2008-2009, there were 14 students paired up with 11 AGA members.

ETHICS AND ACCOUNTABILITY IN GOVERNMENT AND BUSINESS The Guam Chapter of the Association of Government Accountants offered 1 CPE for an “Ethics and Accountability in Government and Business” presentation by former CNMI Public Auditor Mike Sablan. The presentation offered thoughts and guidance on the standards of ethics to be exercised in the public and private sectors, discussed common elements found in ethics acts across the country and will communicate how to recognize, analyze, and resolve ethical dilemmas, and presented special and unique challenges that employers and employees face in island communities where customs and traditions typically have a strong influence on expectations, and where these expectations often conflict with western based ethics laws.

2008 PACIFIC EMERGING ISSUES CONFERENCE—”CHARTING THE COURSE THROUGH FINANCIAL ADVERSITY” 32 Hours of Continuing Professional Education July 2008—The Association of Government Accountants and Guam Society of Certified Public Accountant’s hosted the 2008 Pacific Emerging Issues Conference. This conference featured distinguished speakers, who addressed topics in management, accountability, and strategic planning. The conference was held on July 8-11, 2008 at the Guam Marriott Resort & Spa. The Regional Chapter Officer’s Workshop was also held on July 7, 2008. |
